Help Optimizing TSQL Query

Well as I mentioned I thought about a cte but I need all three records for a given user (ParentLoginID) as they will have three different MFA questions I need to know about. I couldn't figure out how to get the three records from the one row number without a join. So to clarify. I'll get a random number passed in between 0 and the row count. That row number will have a ParentID. I then need to find ALL records (usually 3) with that parentID. The cte as you provided it is very similiar to mine but I couldn't figure out, without a join getting all parentid records...?

It seems very simple as you specified because you know the data.

It will be as easy to undertstand for us if you provide some sample data and exptected output.

Please provide as much information as you can. Thanks,
